Of course, you never want to "top" a tree, because it causes growth retardation and accurate description of your question. What you can do is go to this link, and learn exactly how Birches plum, and follow it to the following principles:
Always prune in spring after the leaves fully out. This prevents the tree from "blood" to death;
Never prune in late fall, the wounds will not heal before winter, and continue to bleed to death next spring.
